APLH Level 2 Award For Personal Licence Holders
Who is it for?
Licensing law in England and Wales states that anyone who authorises the sale of alcohol to the public must
hold a personal licence. Those who wish to obtain a personal licence need to apply to their local authority.
Applicants will be asked for a number of things to support their application; these will include proof that
they hold a licensing qualification such as the HABC Award for Personal Licence Holders (APLH).

The APLH covers the syllabus set by Government to enable

• The roles, responsibilities and functions of licensing authorities within
the framework of the licensing objectives

• The application process for a personal licence

• The role and legal responsibilities of the personal licence holder,
and the penalties relating to failure to comply with the law

• The premises licence

• The content and purpose of operating schedules

• The role and duties of the designated premises supervisor

• Unauthorised and temporary licensable activities

• Rights of entry to licensed premises

• Police powers with regard to suspension and closure of licensed premises

• The specific prohibitions for the sale of alcohol

• The strengths of alcoholic drinks, and the effects of alcohol on the human body

• The protection of children from harm

• The responsible retail sale of alcohol

Level 1 Award in Responsible Alcohol Retailing
This qualification provides essential knowledge and understanding of the responsibilities of alcohol retailers and will enable holders of this certificate to act within the law and support the licensed premises by protecting people and the businesses licence.

The ARAR is designed for anyone who works on licensed premises or is likely to be involved in
the sale of alcohol including:
Bar Staff • Waiters / Waitresses • Supermarket Checkout Staff • Off License / Shop Sales Staff
The qualification covers:

• Alcohol and its effect on the body

• 2003 Licensing Act

• Protection of Children

• Social Responsibilities

• Recognising Intoxication

• Your duty regarding Intoxication

• Strategies to prevent or eliminate alcohol related crime

• Conflict & Personal Safety



The course duration is 1 day.
Teaching methods will include discussions & group exercises.

There is a 25 question multiple-choice examination at the end of the training.

Scottish Certificate for Personal Licence Holders - SCPLH
This award was introduced on the 1st of August 2013 and is based upon the new National Standard for Personal Licence Holders. The Standard has been agreed by Scottish Government, The Sector Skills Council for Hospitality, Leisure, Travel, Retail and Tourism, Scottish Qualifications (Accreditation) and industry.

The developed standard details the knowledge required by a Personal Licence Holder in Scotland and how that knowledge should be assessed. As of 1st August 2013 all qualifications that support the SCPLH application process will be titled “Scottish Certificate for Personal Licence holders at SCQF Level 6”.

All qualifications based upon the previous standard have been withdrawn and candidates will no longer be able to sit these.
Who is the course for?

The Licensing (Scotland) Act 2005 states that anyone who authorises the sale of alcohol to the public must hold a personal licence. If you wish to obtain a personal licence you need to apply to your local licensing board with proof that you hold a licensing qualification

• The rolles, responsibilities and functions of Licensing Boards and Licensing Standards Officers
the application process for a personal licence

• The application process for premises and occasional licences,
mandatory & discretionary conditions

• Protection of children from harm

• The content and purpose of an operating schedule and risk assessment

• Drunkenness and disorderly behaviour

• Licensed hours

• Control of order
•The responsible retail sale of alcohol

• Roles and responsibilities of the personal licence holder and the penalties
relating to failure to comply with the law

• Unauthorised licensable activities

• Rights of entry to licensed premises

• The strengths of alcoholic drinks and the effects of alcohol on the human body
How is the qualification assessed?

The one day course is assessed by a 40 question, multiple choice exam.
